The Economic and Organised Crime Office (EOCO) has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, also known as “Miracles,” as part of ongoing investigations into the alleged misappropriation of approximately GH¢55 million in public funds.
According to a statement issued by EOCO on Sunday, July 13, 2026, the arrest follows extensive investigations initiated after the Office received a petition from the current Executive Secretary of IMCCoD. The petition requested further investigations into findings from a forensic audit covering the period between August 1, 2022, and February 2, 2025.
EOCO said the investigations centre on suspected financial and procurement-related irregularities, including the alleged misappropriation, diversion and theft of public funds.
Also under investigation is the former Accountant of IMCCoD, Gerald Appiah, along with other unnamed individuals.
The suspects are being investigated for offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering and other related offences.
EOCO disclosed that Gerald Appiah has voluntarily begun refunding some of the funds linked to the alleged offences. However, the Office stressed that the repayments neither conclude the investigations nor absolve any suspect of criminal liability.
The anti-graft agency further revealed that following new findings last week implicating Mr. Aboagye, an operational plan was put in place to arrest him. A stop order was issued to prevent him from leaving the country, but unknown to investigators, he had already travelled abroad.
Upon his arrival at Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the stop order and handed him over to EOCO on Sunday morning. He subsequently accompanied investigators on a search operation, which the Office says is expected to continue.
EOCO indicated that Mr. Aboagye is expected to be granted bail in accordance with the Constitution and the laws of Ghana. Gerald Appiah is also expected to satisfy his bail conditions and be released while investigations continue.
The Office reaffirmed its commitment to conducting the investigations professionally, impartially and within the confines of the law, adding that further updates will be provided as the case progresses.
