The Ghana Education Service (GES) has directed heads of senior high schools (SHS) and senior high technical schools (SHTS) to immediately stop collecting unauthorised fees and levies from parents and guardians.
According to the GES, it has received reports that some school heads are collecting admission fees, Parent-Teacher Association (PTA) dues and other unauthorised charges from parents and guardians.
In a statement issued on Wednesday, September 23, 2026, the GES said such charges are contrary to the government’s policy on free senior high school education.
The Service stressed that no student or parent should be compelled, directly or indirectly, to pay admission fees, PTA dues or any other unauthorised fees as a condition for admission, enrolment, participation in school activities or access to school services.
The GES also reminded school heads that the issue of PTA dues is currently before the courts and, until the matter is determined, discussions and collection of PTA dues and levies remain on hold.
Management has further directed heads of schools to refund any unauthorised fees or levies already collected and submit evidence of the refunds to the GES.
The Service warned that any person found violating the directive will face appropriate administrative sanctions, which could include removal from office.
The general public has also been encouraged to report instances of unauthorised fees or levies to the GES for investigation and the necessary action.
The GES said it appreciates the cooperation of school heads, directors, parents and other stakeholders in ensuring compliance with the directive.
