Bawumia names all 4 former rivals co-chairs of NPP policy committees

In a move political analysts are already describing as one of the most strategically significant decisions in recent Ghanaian opposition politics, the flagbearer of the New Patriotic Party (NPP), Dr Mahamudu Bawumia, has appointed all four of his former competitors in the party’s presidential primaries as co-chairmen of newly established NPP policy committees.

A bold and deliberate signal that the elephant family is closing ranks and marching in one direction.

The announcement, which has generated excitement within NPP circles and sparked widespread commentary across the political landscape, forms the centrepiece of a sweeping new initiative by Dr Bawumia to establish a structured, data-driven policy committee framework within the party.

The framework is designed to generate credible, evidence-based alternative policy recommendations across critical sectors of Ghana’s economy and governance, positioning the NPP not merely as an opposition party, but as a government-in-waiting with practical solutions for Ghanaians.

A Committee Built to Lead

At the apex of the new structure is the NPP Policy Committee, which will be chaired by former Information Minister and legislator, Kojo Oppong Nkrumah.

Serving as Secretary to the committee is respected technocrat Dr Kwasi Nyame Baafi, whose appointment is expected to bring significant intellectual and administrative rigour to the body’s operations.

The committee will supervise a broad range of sector-specific subcommittees covering Employment and Jobs, Energy, Decentralisation and Local Governance, Roads and Transport, Lands and Natural Resources, Education, Health, the Economy and several other key policy areas.

Each committee has been tasked with conducting independent research, engaging sector experts and stakeholders, and producing policy alternatives backed by verifiable data for the review and approval of the flagbearer.

Speaking on the rationale behind the initiative, party insiders close to Dr Bawumia indicated that the flagbearer is determined to move the NPP away from reactive opposition politics toward what one source described as “proactive, solution-oriented governance preparation.”

“Dr Bawumia wants a party that doesn’t just criticise. He wants a party that can present Ghanaians with a clear, costed, and credible alternative at any point in time,” the source told reporters.

“These committees are the foundation of that vision.”

Former Rivals Given Key Roles

Perhaps the most eye-catching aspect of the announcement is the deliberate inclusion of the four men who contested against Dr Bawumia during the NPP’s presidential primaries, with each now occupying a significant role within the party’s policy architecture.

Kennedy Agyapong, the outspoken businessman and former Member of Parliament, has been appointed Co-Chairman of the Employment and Jobs Policy Committee, a portfolio aligned with his long-standing advocacy for private sector-led job creation and entrepreneurship.

Kwabena Agyapong, former NPP General Secretary and seasoned party stalwart, will serve as Co-Chairman of the Housing and Urban Development Policy Committee, a sector considered a major concern for many Ghanaians.

Bryan Acheampong, former Minister for Agriculture and Interior, has assumed the co-chairmanship of the Defence and Interior Policy Committee, bringing firsthand experience in security and governance.

Dr Yaw Osei Adutwum, former Minister for Education, completes the quartet as Co-Chairman of the Education Policy Committee, bringing with him a strong track record in educational policy innovation.

The symbolism behind the appointments has not been lost on political observers. Rather than allowing tensions from the primaries to evolve into factional divisions, Dr Bawumia appears to have channelled the influence, ambition, and support base of his former rivals into constructive and high-profile responsibilities.

Political analysts and governance commentators have described the move as “textbook coalition management executed at exactly the right moment.”

“What Bawumia has done is essentially neutralise any lingering post-primary tension by giving each of these men ownership — real, substantive ownership of a critical policy area,” political analyst Dr. Domfeh said.

“He hasn’t just offered them titles. He has given them responsibility, and with responsibility comes accountability to the larger party project.”

Building a United Front Ahead of 2028

The move is also seen as serving a broader strategic purpose. Each of the four co-chairmen commands a loyal support base within the NPP. By bringing them together under one policy structure, Dr Bawumia is effectively consolidating those support blocs into a united front ahead of the 2028 general elections.

Sources within the party’s national secretariat indicate that the committees are expected to begin formal work in the coming days, with initial sector briefs and stakeholder consultation schedules expected to be released soon.

The Bigger Picture

Beyond the immediate political calculations, the establishment of the policy committee framework is being viewed as a philosophical statement about the kind of party Dr. Bawumia intends to lead.

Political parties in Ghana have historically struggled to remain relevant between election cycles, often relying on press conferences and reactive commentary on government actions.

Dr Bawumia’s initiative seeks to break that pattern by institutionalising the party’s intellectual and policy development capacity, ensuring that the NPP returns to the campaign trail with detailed, research-driven proposals rather than campaign promises alone.

For a flagbearer whose public image has largely been built around data, technology, and policy innovation during his years as Vice President, the initiative is consistent with his political brand.

Across NPP social media platforms and constituency WhatsApp groups, reactions to the announcement have been largely positive, with many party supporters expressing relief that internal divisions from the primaries appear to be healing.

Attention will now turn to how quickly and effectively the committees translate their mandate into substantive policy proposals, and whether the initiative marks the beginning of a broader NPP political resurgence.

If the early enthusiasm surrounding the announcement is any indication, the governing NDC may soon find itself facing a more united, organised, and policy-driven opposition.
