An aggrieved family have petitioned the Inspector-General of Police, Christian Tetteh Yohuno over unfair treatment by the Katamanso Police, they said Mr Johnson Attipoe was held in police custody for 9 nine days, and eventually took Gh 2000 cedis before he was bailed.
The 17th April, 2026 petition was filed by Nelson Martey, Alexander Narh Nortey, and Ebenezer Nuertey Akwetey, all of the Osu-Wem Family of Prampram, against Supt. Olivia Turkson, the Katamanso Police Commander, and D/Sgt. David Annor, an investigator at the station.
According to them, Johnson Attipoe, a New York resident staying at Atadeka, was arrested on Thursday, 13th March,
When the family’s lawyer, Jonathan Adzokpe, and the petitioners’ brother Thomas Nuertey Nortey went to the station to secure bail, they were made to sit for hours.
They were eventually told the Commander was engaged with some people and that bail would be considered only after she is done.
The Commander “bluntly told our Counsel that she did not know when she would be done,” they alleged. Leaving the lawyer and Mr. Nortey with choice than to leave.
The petitioners claim that after the Commander’s engagement ended, she ordered that Johnson be granted police enquiry bail. However, D/Sgt. Annor, the investigator, demanded that Johnson’s wife pay GHS 2,000 cedis otherwise the bail will not be granted.
The wife paid the money under duress.
The petition states that after the cash was handed over to the investigator, Johnson was granted bail but remained on police enquiry until Thursday, 9th April, 2026, when he was arraigned before the Ashaiman Circuit Court.
On Thursday, 16th April, 2026, at around 1 pm, the family says their attention was drawn to the arrest of Samuel Abbey, Johnson’s brother. He was allegedly arrested for the same incident Johnson had been charged with.
The petitioners insist Samuel Abbey “was nowhere near the scene of the alleged incident on the said date and time.” Checks by the family, the petition adds, indicated that D/Sgt. David Annor was again the investigator handling Samuel’s case.
Upon hearing of the second arrest, Counsel Adzokpe, who was at CID Headquarters in Accra at the time, drove to Katamanso Police Station, arriving at about 8 pm. There, the petition says, he met with both Supt Olivia Turkson and the Investigator at the Commander’s office.
The petitioners argue that the conduct of the two officers violates constitutional protections and amounts to abuse of office and extortion. They are asking the IGP to investigate the 9-day detention, the alleged cash payment for bail, and the subsequent arrest of Samuel Abbey.
Attempts to reach Supt. Olivia Turkson and D/Sgt. David Annor proved unsuccessful.
