Wa: Accountant of SDD-UBIDS fingered in double salary scandal; told to refund GH¢6,417.59 monthly

An Internal Audit Report of the Simon Diedong Dombo University of Business and Integrated Development Studies (SDD-UBIDS) in May 2023 Revealed that Mr. Abdulai Suglo was involved in a Double Salary Scandal.

Per Reports found in the Auditor General’s Report for the 2023 Audit Year, It revealed that the accountant Serving as the University’s Director of Finance Actually took a double Salary totaling GH¢115,517.

However, he Pledged to refund the money in 18 months by refunding GH¢6,417.59 each month.In an Internal Audit Response Report Complied by the Simon Diedong Dombo University and Signed on the 23rd of May 2023 by Vice Chancellor, Prof Philip Duku Osei, it contains the Response of Mr. Suglo Abdulai, a Senior Account of the University Reported to have Received Double Salary from Both KNUST and Simon Diedong Dombo University of Business and Integrated Development Studies (SDD-UBIDS). This was first Reporting on Home Radio, A Radio Station in the Wa Municipality Earlier in November 2023.

Mr. Suglo Abdulai was Reported to have drawn salaries to the tune of One hundred and Fifteen Thousand, Five Hundred and Sixteen Cedis Sixty Two Pesewas in a Period of Eighteen months from KNUST whilst serving at SDD-UBIDS.

Details Receipt of double salary – GH¢115,5171132.

Regulation 92 of the Public Financial Management Regulations, 2019 (L.I. 2378) requires among others that the Principal Spending Officer of a covered entity shall ensure the immediate stoppage of payment of salary to public servants and notify the Controller and Accountant-General on the vacation of post by an employee and the head of a covered entity shall take the necessary action to retrieve any unearned compensation occasioned by that.

1133. Regulation 86 of the Public Financial Management Regulations, 2019 (L. I. 2378) also states that the Principal Spending Officer shall ensure that only the names of personnel who are eligible to receive payment for work done are kept on the payment voucher and keep records of the nominal roll of the respective covered entity in a manner that ensures that the correct amount of emolument is paid.

1134. We noted that the Director of Finance, Mr. Abdulai Suglo was paid his full salary and allowances for the period June 2020 to December 2021 by the Simon Diedong Dombo University of Business and Integrated Studies (SDD-UBIDS).

1135. Our further checks disclosed that Mr. Suglo was a Senior Accountant at the Kwame Nkrumah University of Science and Technology (KNUST) and was on sabbatical leave for the same period. KNUST paid him basic salary and other allowances amounting to GH¢115,516.62 while SDD-UBIDS also paid him his full salary for the same period resulting in the receipt of double salary by Mr. Suglo. The details are provided in table 158.

1136. The State lost an amount of GH¢115,516.62 as a result of the double salary and allowances paid to Mr. Suglo.1137. We recommended to Management to recover the amount of GH¢115,516.62 from Mr. Abdulai Suglo and pay same into the AuditorGeneral’s Recoveries Account at Bank of Ghana, account number 1018331470015.

Response from Director of Finance1138. Mr. Abdulai Suglo proposed a monthly instalment payment of GH¢6,417.59 over a period of eighteen months.
