UTAG gives government June 30 deadline to resolve service conditions or face nationwide strike

The National Executive Council (NEC) of the University Teachers Association of Ghana (UTAG) has issued a June 30, 2026 deadline to the government to address several outstanding conditions of service and welfare concerns or risk a nationwide industrial action.

The decision was reached during UTAG’s statutory quarterly meeting held on June 18 at the University of Health and Allied Sciences (UHAS) in Ho, where members reviewed issues affecting university staff welfare, governance and higher education.

In a statement, UTAG expressed concern over what it described as unacceptable delays in resolving key labour issues, warning that the situation continues to erode confidence in the collective bargaining process.

Among the major concerns raised are the government’s failure to sign the Interim Salary Adjustment Agreement despite the conclusion of negotiations, delays in resolving post-retirement contract renewals and staff regularisation, unpaid Online Teaching Support Allowances (OTSA) for Research Fellows and Academic Librarians, as well as outstanding promotion and salary arrears affecting staff in several public universities.

The Association also cited the delayed payment of the University component of OTSA for staff of the University of Environment and Sustainable Development (UESD) and the late processing of the 2026 Book and Research Allowance.

UTAG is calling on the government to immediately sign and implement the Interim Salary Adjustment Agreement, settle all outstanding allowances and arrears, resolve staff regularisation challenges, and expedite the payment of the 2026 Book and Research Allowance.

The Association warned that should the government fail to address the issues by June 30, all UTAG branches will, within five working days, begin consultations with members to obtain the necessary mandate for industrial action in line with the UTAG Constitution and the Labour Act, 2003 (Act 651).

While reaffirming its commitment to dialogue and constructive engagement, UTAG stressed that the continued failure to honour negotiated agreements threatens industrial harmony across Ghana’s public universities and urged the government to act in good faith by fulfilling its commitments without further delay.
