Sammy Darkwah welcomes EC’s planned review of CI 127, calls for inclusive process

A member of the New Patriotic Party (NPP) in the Tema West Constituency, Sammy Adarkwah, has welcomed the Electoral Commission’s decision to review Constitutional Instrument 127 (CI 127), which regulates the conduct of Ghana’s elections.

The Electoral Commission says the review forms part of measures to strengthen the transmission and management of election results ahead of future elections, including plans to introduce a dedicated portal for the electronic transmission of scanned copies of polling station results.

The EC’s Director of Electoral Services, Samuel Dottoh Kwaah, disclosed this on Tuesday, August 11, 2026, during an inter-party dialogue organised by the National Peace Council in Accra.

According to him, the proposed system is intended to address some of the challenges experienced during the 2024 elections, particularly disruptions at collation centres and difficulties associated with the physical handling of result sheets.

Mr. Kwaah said while scanned copies of results would be transmitted through the proposed dedicated portal, the physical result sheets would continue to be maintained.

Reacting to the development on Nkosuo Nsem on Plan B FM, hosted by Kofi Sekyi, Mr. Adarkwah described the EC’s decision as a laudable initiative but stressed the need for the review process to be transparent, credible and inclusive.

He called on the Electoral Commission to engage all political parties through the Inter-Party Advisory Committee (IPAC) and provide clear information on how the proposed system would operate.

Mr. Adarkwah said the political parties must be given the opportunity to make meaningful contributions to the review process to ensure that any changes introduced strengthen public confidence in Ghana’s electoral system.

He further highlighted what he described as the NPP’s contribution to Ghana’s electoral reforms, citing the transition from opaque ballot boxes to transparent ballot boxes as one of the party’s efforts to promote transparency in elections.

The NPP member also accused the National Democratic Congress (NDC) of threatening to remove Electoral Commission officials if it assumed power during the 2024 electioneering period.

He argued that such threats, if made, could undermine the independence of electoral officials and do little to strengthen Ghana’s democratic institutions.

Mr. Adarkwah maintained that all political actors have a responsibility to support reforms that promote credible, transparent and peaceful elections, stressing that the review of CI 127 must be conducted in a manner that protects the integrity of Ghana’s electoral process.
