GRA: New digital VAT collection system will not impose additional 20% tax

E-levy To Be Implemented In Phases – GRA

The Ghana Revenue Authority (GRA) has clarified that its new digital Value Added Tax (VAT) collection system will not introduce an additional 20% tax or increase the existing VAT rate on digital services.

In a statement issued on Wednesday, October 14, 2026, the Authority said the new system is designed to improve the collection and accounting of taxes already applicable to digital services supplied by non-resident companies to consumers in Ghana.

The clarification follows public concerns that the system, expected to take effect on October 15, would increase the cost of subscriptions and payments for services such as Netflix, Spotify, Google, Amazon and other international digital platforms.

According to the GRA, the applicable effective tax rate remains 20%, comprising 15% VAT, a 2.5% National Health Insurance Levy (NHIL) and a 2.5% Ghana Education Trust Fund (GETFund) Levy.

The Authority stressed that the new arrangement does not increase these rates, adding that approximately 92 non-resident digital service providers are already registered and remitting VAT.

It explained that consumers who are already paying the applicable taxes should not be charged again on the same transaction, particularly where the taxes are already included in subscription prices.

However, the GRA disclosed that it had identified approximately 100 additional non-resident digital service providers that were not currently charging and remitting the applicable taxes.

These providers will progressively be brought into the tax system, meaning consumers using their services could see the existing statutory taxes reflected in their payments where they were previously not charged.

The Authority further explained that the system would enable participating financial institutions and payment service providers to identify and collect the applicable taxes at the point of payment, improving compliance and ensuring that revenue due to the State is properly accounted for.

The system will cover qualifying electronically supplied services, including streaming subscriptions, cloud computing, online gaming and digital advertising paid for through Ghana-issued bank cards, mobile money and other digital payment platforms.

The GRA clarified that the arrangement applies to digital services and not imported physical goods, which remain subject to applicable Customs procedures.

It also assured consumers that it would continue engaging banks, payment service providers and digital companies to prevent duplicate tax collection and ensure clear communication of applicable charges.

Members of the public who encounter charges they believe are inconsistent with the clarification have been encouraged to contact the Authority through its official channels for clarification and redress.

The GRA maintained that the initiative is intended to strengthen tax compliance, promote fairness between resident and non-resident service providers, and ensure that taxes already required by law are accurately collected and accounted for.

It urged the public to distinguish between the introduction of a new tax and improvements in the collection of an existing tax.
