The Ministry of Gender, Children and Social Protection (MoGCSP) has condemned the growing incidents of indecent exposure, non-consensual recording of intimate encounters, sexual blackmail and the unauthorised circulation of intimate images and videos, particularly on social media.

In a press statement issued on Friday, November 6, 2026, the Ministry expressed concern about the recurrence of such incidents, warning that they expose victims to humiliation, intimidation, psychological distress, reputational damage and other forms of exploitation.

The Ministry stressed that consent to an intimate relationship or sexual encounter does not amount to consent to recording, publishing or publicly sharing intimate content.

It further cautioned that no individual has the right to use another person’s intimate images, videos or private information to threaten, extort, humiliate or exercise control over them.

MoGCSP also condemned the practice of circulating intimate materials on social media, sometimes accompanied by ridicule and sensational commentary, warning that those who share or republish such content without consent could face legal consequences.

The Ministry noted that Ghana’s legal framework, including the Criminal Offences Act, 1960 (Act 29), and the Cybersecurity Act, 2020 (Act 1038), provides protection against relevant forms of indecent conduct, sexual exploitation, sexual extortion and the non-consensual sharing of intimate images.

It has consequently called on the Ghana Police Service and other law enforcement agencies to thoroughly investigate reported cases and take appropriate action against persons found to have violated the law, while protecting victims and respecting due process.

The Ministry has also urged victims and survivors, irrespective of gender, not to succumb to threats or intimidation but to report incidents to the appropriate authorities and seek assistance.

Social media users, bloggers and content creators have meanwhile been cautioned against sharing, reposting or amplifying intimate images and videos without consent.

MoGCSP reaffirmed its commitment to public education, responsible digital conduct, victim support and collaboration with relevant institutions to prevent sexual exploitation and technology-facilitated abuse.

It emphasised that privacy, dignity and bodily autonomy must always be respected, adding that no person should be subjected to humiliation, exploitation or blackmail through the misuse of intimate material.
