President John Dramani Mahama has directed the Ministry of Energy and Green Transition, together with the Board and management of the Tema Oil Refinery (TOR), to develop a strategic plan to increase the refinery’s production capacity to 100,000 barrels per day.
The directive was announced on Monday during the commissioning of the refurbished refinery at the Tema Industrial Enclave, where the President reaffirmed the government’s commitment to repositioning TOR as a commercially viable and competitive refinery free from political interference.
The event also marked the successful processing of one million barrels of crude oil from the Jubilee Field into refined petroleum products.
President Mahama said the rehabilitation of key facilities, including the Crude Distillation Unit (CDU), the Residual Fluid Catalytic Cracking Unit, the F-61 crude heater and Boiler No. 8, signals a renewed commitment to Ghana’s industrial development.
He said the government’s long-term vision is to transform TOR into a strategic driver of economic growth, supporting industrialisation, regional trade and the country’s broader development agenda.
According to the President, TOR will play a central role in implementing the government’s 24-Hour Economy policy and the Accelerated Export Development Programme by boosting manufacturing, creating jobs and enhancing Ghana’s competitiveness under the African Continental Free Trade Area (AfCFTA).
He also announced that companies operating 24-hour shifts will benefit from incentives, including tax breaks, favourable energy tariffs and duty-free imports of capital equipment for expansion projects.
President Mahama further revealed plans to expand TOR’s Single Buoy Mooring (SBM) system to improve the refinery’s capacity to receive and offload petroleum products, as part of a broader vision to position Ghana as West Africa’s leading petroleum refining, storage and logistics hub.
