Felix Kwakye Ofosu, Minister of State responsible for Government Communications and spokesperson to the President, has revealed that former Kwaku Agyemang-Manu, who served as Minister of Health, was arrested and questioned by state authorities in 2025.
According to Kwakye Ofosu, the former minister was detained and interrogated by the National Intelligence Bureau over alleged acts of corruption during his time in office.
The investigation has since been completed, and the Attorney General’s office is expected to formally file charges against him in court in the coming days.
He indicated that Agyemang-Manu is facing two separate cases: one related to the procurement of Sputnik V vaccines and another concerning COVID-19 management contracts.
“I noticed that he’s been in the news, engaging in bluster and claiming that nobody has touched me. That is not true. He was arrested. He was interrogated, questioned, and cautioned. There are two dockets in respect of him: the Sputnik V case, and then the COVID-19 frontier case.
“So in the next few weeks, the Attorney General will be taking him to court, and he will charge him formally,” he disclosed.
The charges are likely to include causing financial loss to the state, violations of procurement laws, and other alleged misconduct while in office.
The Minister explained that the dockets against the former health minister have been fully developed and are ready for submission to the courts, emphasizing that legal action is imminent.
These disclosures follow public statements from Agyemang-Manu, who had asserted that despite prior warnings of arrest or legal action, he has remained free and continues his activities without restriction, more than a year into the administration of John Dramani Mahama.
Agyemang-Manu is reported to have faced scrutiny for signing a contract to procure COVID-19 vaccines without parliamentary or cabinet approval, specifically for engaging a private individual to supply Sputnik V vaccines for Ghana’s COVID-19 response.
