There’s tension once again between the Civil and Local Government Staff Association of Ghana (CLOGSAG) and the Registrar of the Births and Deaths Registry.
Thirty CLOGSAG members have been transferred, and the Association’s national leadership is not taking it lightly.
Executive Secretary of CLOGSAG Isaac Bampoe Addo spoke exclusively with 3news in Accra on May 20.
Earlier this year, CLOGSAG called for the removal of the Registrar, citing concerns over his qualifications to lead the institution. That demand sparked a nationwide strike that lasted over two months.
The strike was eventually called off following an appeal by Labour and Employment Minister Dr. Rashid Pelpuo.
But just three months later, CLOGSAG says it has learned that the Registrar has begun transferring its members—thirty so far.
“Our knowledge is that he has knowledge in civil registration, he didn’t have the capacity as Registry of Birth and Death. Moreso, he was a politically coloured person and per the rules of the civil service, no civil servant must own his appointment to any political party activities.”
“Now the Registrar has gone ahead and issued transfers and posting letters to certain staff, he has deployed his lack of knowledge of the workings of the civil service, he has exposed himself,” Dr Bampoe Addo noted.
He said the Registrar has no right to transfer any staff.
“He has no right to transfer anybody from one service to the other services. These are two different institutions, he cannot do that, even in the civil service postings are done in collaboration with the chief directors. He doesn’t know these things so clearly it is an illegality and we have asked our members nobody should move. He can’t do anything to anybody and we going to take the matter up,” he said.
The Executive Secretary of CLOGSAG warned that if the transfers are not reversed, the Association will not hesitate to act.
” About thirty of our members have suffered this illegality, we have had discussions with the Head of Civil Service and we have spoken to our members at the Registry and we have asked everybody to be at post, nobody should move, he cannot force our members, he cannot,” he stressed.
