confidential letter from President John Dramani Mahama‘s administration requesting the approval of regional ministers.

The letter, addressed to the Speaker of Parliament, outlines the nominees for regional ministerial positions as part of the President’s ongoing efforts to reshape his administration after assuming office.

The document lists ten nominees to head various regions across Ghana, with a clear request for parliamentary approval as per constitutional requirements.

The intercepted letter reveals the following nominees:

Name of Regional Ministers nominees by President Mahama

Region Nominee Name
Northern Ali Adolf John
Oti John Kwadwo Gyapong
Volta James Gunu
Eastern Mrs. Rita Akosua Adjei Awatey
North-East Ibrahim Tia
Ashanti Dr. Frank Amoakohene
Upper East Akamugri Donatus Atanga
Ahafo Charity Gardiner
Savannah Salisu Bi-Awuribe
Greater Accra Linda Ocloo

The regions play a critical role in implementing government policies at the local level, and these appointments are seen as pivotal to advancing the administration’s agenda.

Speaker’s role in the process

According to Ghana’s constitutional provisions, the Speaker of Parliament must approve ministerial appointments before they are sworn into office.

The process typically involves background checks and parliamentary vetting to ensure the suitability of the candidates.

This latest development is significant as it highlights the new administration’s focus on leadership at the regional level, a critical aspect of governance in a decentralised system. However, the leak of this sensitive document may raise questions about internal security measures within the government.

Who are the key nominees?

James Gunu (Volta Region): Known for his grassroots mobilisation and experience in local government administration.
Ali Adolf John (Northern Region): A well-known figure with experience in local governance, also the current Northern Regional chairman of the ruling National Democratic Congress (NDC).
Linda Ocloo, MP (Greater Accra Region): Currently a sitting Member of Parliament, Ocloo is expected to bring legislative experience to the regional governance structure.
Ibrahim Tia (North East Region): He is the current regional secretary of the NDC in the region.
Dr. Frank Amoakoahene (Ashanti Region): A respected medical practitioner, Dr. Amoakoahene has been involved in community health projects across the Ashanti Region.
Mrs. Rita Akosua Adjei Awatey (Eastern Region): Mrs. Awatey is an educationist, well-recognised for her work in gender advocacy and youth empowerment. She is also the Regional Deputy Women Organizer of the NDC in the region.
Akamugri Donatus Atanga (Upper East Region): Donatus Atanga is a seasoned politician and former DCE. He has been instrumental in promoting peace and stability in the conflict-prone Upper East Region and has spearheaded numerous development projects.
Charity Gardiner (Ahafo Region): An entrepreneur and advocate for women’s empowerment, Charity Gardiner is known for her work in the agricultural sector.
Salisu Bi-Awuribe (Savannah Region): A legal practitioner with experience in conflict mediation, Bi-Awuribe has worked closely with local chiefs and opinion leaders to promote peace in the Savannah Region.

Next steps

The Speaker of Parliament, Alban Bagbin, is expected to review the nominees and commence the parliamentary approval process in the coming days.
