The Minority Leader, Haruna Iddrisu, has asked Ghanaians to disregard comments by Finance Minister which suggest District Assembly Common Fund could be in jeopardy if the E-Levy is not passed.
Haruna Iddrisu asked Ghanaians to dismiss Ken Ofori-Atta as an insincere Minister who is holding the values of the provisions of Article 252 of the 1992 constitution.
He said the provision requires that 5% of total revenue is dedicated to the Common Fund.
He disclosed the Minister is in arrears from 2018-2021 and of over 2 billion and one hundred and thirty-three million Ghana cedis.
He said our assemblies are not functioning because they lack the needed resources due to the failure of the Minister to do the needful.
”Yet, he has been collecting revenue and just a dedicated 5% of revenue as is required of him by the 1992 constitution, he has not made it available. That is why many regional coordinating councils and district assemblies have become dysfunctional.”
He added ”so he should stop misleading the Ghanaian public using District Assembly Common Fund as justification to impose E-Levy”.
