Sputnik Deal: Health Minister Prioritized Human Lives Over Laws – NPP Communicator

A member of the New Patriotic Party (NPP), communication team, Kwasi Kwarteng says the embattled Health Minister, Kwaku Agyemang-Manu should rather be commended for choosing the safety of Ghanaians over laws with regard to matters pertaining to the procurement of COVID-19 vaccines without parliamentary approval.

Mr. Agyeman-Manu who is also the Member of Parliament (MP), for Dormaa Central in the Bono Region has been lambasted by a section of the public after he admitted that he did not seek Parliamentary approval before signing the Sputnik V vaccine procurement contract with Sheikh Maktoum.

Speaking on ‘Ebaanosen’ on Plan B FM with Bohyeba Afriyie, Kwasi Kwarteng indicated that,  the Minister indeed violated the law but he should also be applauded for being honest and not condemned for placing premium on the safety of Ghanaians over procedures.

“I would have been surprised if the committee probing the transaction had said something otherwise; because, clearly we all agree there has been a violation or breach of the law. The 1992 constitution Act 181(5) states clearly, even if you look at the Balkan energy case, the high court also stated clearly and defined what constitute an international transaction. However, in this situation what we should ask ourselves is whether the violation can be justified in the circumstance of the case.  In the heat of the moment where there was a global vaccine politics and the shortage of vaccine, if you were the government then, would you have prioritized rules or laws over human lives? Of course there was a violation of the law, but it was also clear that human lives were at stake,” he explained.
