La Pleasure Beach demolition: Management committee sues two hotels and SSNIT

The management of La Pleasure Beach has initiated legal action against Hotel Investments (Ghana) Limited, La Palm Beach Hotel Limited and the Social Security and National Insurance Trust (SSNIT) over the recent demolition of structures at the beachfront.

In a writ of summons filed at the High Court in Accra, Stanley Anyetei Nunoo, who identifies himself as Chairman of the Management Committee of La Pleasure Beach, is seeking declarations affirming the committee’s authority to manage, control, regulate and generate revenue from the beach.

The suit states that the defendants, together with security personnel allegedly invited or procured for the operation, “unlawfully demolished” the committee’s management office and other licensed structures and interfered with its operations.

Challenging demolition

According to the statement of claim, the committee was established following a Court of Appeal order dated July 21, 2022, which the plaintiff says dissolved an interim management committee previously established by the High Court in April 2013.

The plaintiff contends that the committee has managed the beach, issued licences to operators, regulated activities and generated revenue over the years.

The suit further argues that the two hotel companies, which operate Labadi Beach Hotel and La Palm Beach Hotel, have no proprietary or possessory interest in La Pleasure Beach or its management, except for an access licence granted by the committee.

These assertions form part of the plaintiff’s case.

Allegations of demolition without a court order

The statement of claim alleges that security personnel from the Ghana Police Service and the Ghana Armed Forces entered La Pleasure Beach at dawn on or about October 2, 2026, and demolished the committee’s management office and other structures.

The plaintiff claims that equipment, furniture, files, records and other properties were destroyed or removed, while staff and licensed operators were chased away.

The suit further alleges that the operation was carried out without a court order, warrant, prior notice or hearing for the management committee.

The plaintiff is asking the court to determine the legality of the alleged demolition and the defendants’ purported involvement in the operation.

SSNIT’s position referenced in the suit

The statement of claim also refers to a press release dated October 2, 2026, in which SSNIT said it sought the intervention of the National Security Council Secretariat over what it described as persistent unlawful occupation, encroachment and unauthorised activities on the beachfront adjoining Labadi Beach Hotel and La Palm Royal Beach Hotel.

According to the court document, SSNIT stated that the hotels formed part of its investment portfolio and that it had a responsibility to protect those investments for the benefit of contributors and pensioners.

The plaintiff alleges that the defendants jointly participated in or facilitated the demolition.

What the plaintiff wants from the court

The management committee is asking the High Court for several orders, including:

  • A declaration confirming the committee’s authority to manage, control, regulate and license activities at La Pleasure Beach.

  • A declaration that the defendants acted unlawfully in demolishing structures and interfering with the committee’s operations.

  • An injunction restraining the defendants and their representatives from taking over or interfering with the beach’s management and possession.

  • An order restoring possession and management of the beach to the committee.

  • An independent valuation of properties allegedly damaged, destroyed, removed or lost during the operation.

  • Compensation for alleged property damage, loss of revenue, loss of business and interference with operations.

  • Aggravated and exemplary damages, interest and legal costs.

The plaintiff is also seeking further orders the court may consider appropriate.
