FULL TEXT: President Mahama’s Code of Conduct For Government Appointees

The government of President John Dramani Mahama has officially launched a comprehensive Code of Conduct to guide the conduct of political appointees, with the goal of upholding the highest standards of professionalism and integrity in public service.

The document was unveiled by President Mahama on Monday, May 5, 2025, as part of a broader governance reform agenda aimed at strengthening transparency and accountability within the executive branch.

According to the government, the term “Minister” as used in the Code extends beyond cabinet ministers to include Deputy Ministers, Presidential Staffers, Chief Executive Officers and Deputy Chief Executive Officers of state and para-statal institutions, members of the Council of State, and other political appointees.

President Mahama said the Code articulates the core values his administration expects from appointees—integrity, honesty, impartiality, respect, decency, incorruptibility, competence, and professionalism. He stressed that all conduct must meet standards capable of withstanding the closest public scrutiny.

The publicly released section of the Code offers detailed guidance on how appointees should conduct themselves and avoid conflicts of interest.

Appointees are expected to:

  • Be humble

  • Be open to giving and receiving constructive criticism

  • Use respectful and civil language, even under provocation

  • Safeguard the integrity and reputation of their office

  • Avoid offensive or provocative behavior

  • Uphold personal dignity and refrain from rudeness or disrespect

The Code serves as a key element of Mahama’s pledge to build a more accountable and ethical government.
