E&P wins Damang Mining lease as government upholds competitive tender outcome

The Ministry of Lands and Natural Resources has approved the recommendation by the Minerals Commission to award the Damang Mining Lease to Engineers and Planners Ltd (E&P) following a competitive tender process.

In a press release issued on April 7, 2026, the Ministry confirmed receipt of the Tender Committee’s report, constituted under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176). Acting on the Committee’s recommendation, the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, approved E&P as the successful bidder and directed the Commission to take all necessary regulatory steps to formalize the decision.

According to the report, E&P met all mandatory requirements outlined in the tender notice, including proof of financing exceeding the minimum threshold of $500 million. The company also demonstrated significant technical expertise and operational knowledge relevant to the Damang Mine, alongside proposals aimed at extending the mine’s lifespan beyond ten years.

The Tender Committee noted that E&P achieved the highest overall score based on the evaluation criteria, describing its submission as the “most viable tender” with the strongest demonstrated capacity to operate the mine.

A total of four companies submitted bids before the March 31 deadline: Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd. However, only E&P and Heath Goldfields met the mandatory documentation requirements. Vortex and Maripoma were disqualified for failing to submit the required documents.

Following technical evaluation, Heath Goldfields did not meet the minimum qualifying score of 80 percent and was subsequently excluded from the financial assessment stage.

The Ministry commended the Minerals Commission and the Tender Committee for their diligence and reiterated government’s commitment to ensuring the Damang Mine continues to contribute significantly to Ghana’s economy.
