DVLA Chief Executive pays working visit to Rwanda

The Chief Ex­ecutive of the Driver and Vehicle Licensing Authority (DVLA), Mr Julius Neequaye Kotey, joined a high-level delegation from the Ministry of Transport on a strategic study tour to Rwanda.

The delegation which was led by the Minister of Trans­port, Mr Joseph Bukari Nikpe, included representatives from the National Road Safety Au­thority, DVLA and members of the Tricycle and Okada Riders’ Unions, is hosted by Rwanda Cooperation. The visit is aimed at studying Rwanda’s success­ful approach to regulating and integrating motorcycle taxis, focusing on safety, efficiency, and economic sustainability.

The study tour is expected to play a pivotal role in shaping Ghana’s transport policy, partic­ularly in regulating commercial motorcycles and tricycles popu­larly known as Okada.

Operationalisation of Okada in Ghana remains one of the commitments of the President of the Republic, His Excellency John Dramani Mahama.

The delegation will also ascertain a full appreciation of the legal regime underpinning the successful operationalisation and implementation of Okada in Rwanda with the ultimate goal of replicating same in Ghana.

By drawing lessons from Rwanda’s experience, DVLA aims to contribute to a regula­tory framework that enhances road safety, supports economic empowerment, and promotes environmental sustainability.

Given its strategic role in the transport sector, the Authority’s representation on the delegation is to afford the Chief Executive and his team the opportunity to ascertain best practices that can be incorporated into the current operations of the Authority to make effective its anticipated role in the successful implemen­tation of Okada in Ghana.

The Chief Executive is ex­pected back home today.
