AG recommends prosecution of NDC chairman over $800k ECG contract saga – Report

Disregard nominee submission directive for national appointments – Ashie Moore

The Office of the Attorney General and Ministry of Justice has reportedly recommended that Emmanuel Nii Ashie-Moore, the Greater Accra Regional Chairman of the National Democratic Congress (NDC), be charged with stealing in connection with a case involving a Singaporean businessman.

According to a report by thelawplatform.com, on October 23, 2026, which cited a purported document from the Attorney General’s Office, the recommendation followed a review of an investigation docket containing witness statements, CCTV footage from Fiesta Residences and a cybercrime analysis report.

The document reportedly identifies Ashie-Moore as the first suspect and says the evidence gathered is sufficient to support a charge of stealing under Section 124 of the Criminal Offences Act, 1960 (Act 29).

“Upon careful review of the entire docket, including the statements of the complainant, the 1st suspect, investigating officers, the CCTV footage from Fiesta Residences, and its accompanying cybercrime analysis report, it is my considered view that there is sufficient evidence to support a charge of stealing against the 1st suspect, Emmanuel Nii Ashie-Moore,” the document stated.

The report centres on allegations that Ashie-Moore removed the complainant’s luggage and personal belongings while the businessman was in police custody.

According to the quoted document, the CCTV footage allegedly corroborates the removal of the luggage by Ashie-Moore and other unidentified persons.

“The evidence shows that the 1st suspect proceeded to Fiesta Residences, checked the complainant out of the hotel while he was in police custody, and removed the complainant’s luggage and personal belongings,” the document reportedly stated.

It further raises questions about how Ashie-Moore came to possess the complainant’s medication and how the businessman’s passport was deposited at the High Court Registry.

The document reportedly stated that these circumstances suggest prior control of the complainant’s property and support the inference that the property was dishonestly appropriated without lawful justification.

It consequently advised investigators to charge Ashie-Moore with stealing, obtain a charge statement from him and forward it to the Law Office.

“Your Special Investigation Unit (SIU) duplicate case docket with R.O. No.204/2025 is hereby retained for prosecution,” the purported document adds.

Read more quotes from the supposed document below:

“The evidence shows that the 1st suspect proceeded to Fiesta Residences, checked the complainant out of the hotel while he was in police custody, and removed the complainant’s luggage and personal belongings. The CCTV footage corroborates the removal of the luggage by the 1st suspect and other unidentified persons. Statements also reveal unexplained circumstances regarding the 1st suspect’s possession of the complainant’s medication and how the passport came to be deposited at the High Court Registry, suggesting prior control of the complainant’s property. His conduct in taking and removing the complainant’s belongings without lawful justification supports the inference of dishonest appropriation of property belonging to another, satisfying the essential elements of stealing.

From the foregoing, you are advised to charge the 1st suspect with stealing contrary to Section 124 of the Criminal Offences Act, 1960 (Act 29). Kindly obtain a charge statement from him and forward same to the Law Office.

Your Special Investigation Unit (SIU) duplicate case docket with R.O. No.204/2025 is hereby retained for prosecution.”

Court strikes out case against Greater Accra NDC chairman Ashie Moore

Background to the $800,000 ECG contract allegations

The case is linked to allegations made by Singaporean businessman Toh You Kang, who accused Ashie-Moore of taking US$800,000 in connection with purported contracts with the Electricity Company of Ghana (ECG) for the supply of electric cables.

In a human rights action filed at the High Court in 2025, Kang alleged that he paid the money after Ashie-Moore represented that he could help secure ECG contracts.

Kang also accused the NDC regional chairman of violating his rights, including through his alleged detention and the seizure of his personal belongings. These claims formed part of a broader legal dispute between the two men.

Ashie-Moore, through his lawyer, Gideon Tettey Tetteh, denied receiving the US$800,000 and rejected the allegations against him. His legal team instead accused Kang of defrauding Ashie-Moore and his business partners.
