One District, One EOCO: Sam Pyne warns of future political payback

Former Mayor of Kumasi, Sam Pyne, has described the GH¢800 million bail granted to the former Director-General of the National Service Authority (NSA), Osei Assibey Antwi, as excessive and reflective of a worrying pattern in Ghana’s justice system.

According to him, the current use of investigative and prosecutorial institutions such as the Economic and Organised Crime Office (EOCO) appears politically motivated and could set a dangerous precedent for future administrations.

“When the NPP returns to power, we will set up EOCO offices in every district. It will be like ‘one district, one EOCO,’ and they will impose huge bail sums. It will take the intervention of Jesus Christ to satisfy the bail condition,” he cautioned.

His comments follow the High Court’s decision on October 30, 2025, to grant Osei Assibey Antwi bail in the sum of GH¢800 million, with six sureties justified by landed property of equal value.

The accused pleaded not guilty to 14 charges, including causing financial loss, stealing, and money laundering, relating to alleged payments made to over 60,000 non-existent national service personnel.

The Deputy Attorney-General, Dr Justice Srem Sai, who did not oppose bail, told the court that over GH¢1.5 billion could not be accounted for during the accused’s tenure. The case has been adjourned to December 1, 2025.
