Leaked Document: How NPP govt awarded a $5m housing contract 12 days after election defeat

“Vote For Me If You Are Tired Of High Tax Rate”-Akufo Addo’s Old Campaign Tweet Pops Up

A document available to GhanaWeb has revealed how the immediate-past Akufo-Addo-led New Patriotic Party (NPP) government awarded a contract worth nearly $5 million to a company named Joberg Ghana Limited after losing the 2024 general elections.

What is both striking and shocking is that the contract — entailing the construction of 18 two-bedroom and three-bedroom apartments at Cantonments for the Ministry of Works and Housing — was awarded just 12 days after the 2024 Election, despite the government being aware of its impending exit from power.

A letter dated December 19, 2024, and signed by Rev. Stephen Yaw Osei, Chief Director of the Ministry of Works and Housing, and addressed to the CEO of Joberg Ghana Limited, stated:

“We write to inform you that the contract for the above-mentioned works has been awarded to your company in the sum of USD 4,944,131.07 for execution and completion within eighteen (18) calendar months.

“You are to contact the undersigned immediately to execute the Contract Agreement and to take possession of the land for the replacement units. Prior to signing the agreement, you are required to furnish us with a letter of acceptance and a Performance Issuance Bond amounting to 40% of the project cost.”

After the general elections, the Transition Team of President-elect John Dramani Mahama expressed serious concerns over alleged irregular activities taking place within certain state agencies during the transition process.

The team explained how that the outgoing government planned to disburse a total of GH₵240 million to a company for work conducted with the Electricity Company of Ghana (ECG).

Additionally, it alleged that processes were underway to recruit loyalists of the Nana Akufo-Addo-led administration into institutions such as the Ghana Revenue Authority (GRA) and the Bank of Ghana.

The Spokesperson for the Transition Team, Felix Kwakye Ofosu, stated that the new National Democratic Congress (NDC) government would hold the outgoing administration accountable if any transactions were conducted without adhering to due process.

“We want to caution those involved, especially those violating the rules and regulations of the organizations they work for, and Ghanaian law, that they will be held accountable once the new government takes over if found to have acted irregularly or unlawfully,” he warned.
